Background: Russell was the Liberal candidate for the former electorate of Streeton on the Eastern outskirts of Melbourne for the 1984 and 1987 federal elections. He was subsequently elected to the former seat of Corinella in 1990 until 1993. Russell was elected to the seat of McMillan in 1996 but lost in 1998. He contested the seat again in 2004 after the redistribution of the boundaries of the electorate and has been the sitting member since.
Key Policy Background: Russell has a policy focus on farming and other industries within the McMillan electorate. He is opposed to the closure of Hazelwood power station and the loss of regional employment.

In 2006, he crossed the floor to vote against the Howard government’s bill to enact offshore processing. Russell has publicly voiced his support for the resettlement deal between Australia and America and has advocated for the Liberal Party policy to change in relation to allowing a deal to be made with New Zealand to resettle any remaining people seeking asylum living in offshore detention. He has also advocated for people seeking asylum to be brought to Australia for permanent resettlement.
